In 1915, Wilhelm Solf, the last Secretary of State for the German Colonies wrote: "it was always my policy, as it was that of my predecessors, to make the welfare of the natives entrusted to my care the dominant feature of my administration.". Was he completely deluded, or just lying through his back teeth?
